Bi Mountain Observation Deck on Beigan Island, Matsu, sits about 298 meters above sea level, the highest point in the entire Matsu archipelago. From the deck, visitors can look down on Beigan Airport, Tangqi Village, Houwo, and distant islands such as Daqiu and Xiaoqiu. On clear days the view is vast, making it an excellent photo spot for sunrise, sunset, and aircraft takeoffs and landings. The trail runs about 730 meters with a thousand-step staircase; climbing from either Tangqi Village to the east or Qinbi to the west takes about 30 minutes, suitable for hiking and photography enthusiasts. The observation deck is a free public facility; visitors should beware of strong mountain winds and note that some areas are under military restriction, so avoid photographing military installations.

The path winds through grasslands, coastline, and old military installations, combining pristine meadows, blue seascapes, and battlefield relics, making it ideal for family walks, escaping the heat, and ecological exploration. The whole island is open free of charge, reachable by a 3-5 minute boat ride, and is one of the most distinctive natural attractions in the Matsu archipelago.

The park features an observation deck, the Blessing Tunnel (the only prayer passage in the world where devotees can perform the 'crawling under the palanquin' ritual), and a 440-step pilgrimage trail. From here visitors overlook Beihai Tunnel, Magang Port, and the coastline, feeling the majesty of the guardian goddess of the sea. Admission is free, suitable for families, escaping the heat, and religious experiences.
